Viralterkini.idJakarta – The implementation of the Hajj pilgrimage, which should be the country’s most sacred spiritual service, has again been tarnished by a series of corruption cases. In the last two decades, the practice of irregularities in Hajj funds and quotas has continued to be repeated across leadership in the Ministry of Religion (Kemenag), with the value of state losses increasing to reach trillions of rupiah.
Investigations and action by law enforcement officers show a recurring pattern: the large authority over the management of Hajj funds and quotas often provides opportunities for abuse. From the early era of reform until the last few years, at least three Ministers of Religion were involved in cases related to Hajj funds and quotas.
The Beginning of the Scandal: The Era of Said Agil Husin Al Munawar
The first Hajj corruption case in the reform era emerged during the time of Minister of Religion Said Agil Husin Al Munawar (2001–2004). He was proven to have committed irregularities in the management of the Community Endowment Fund (DAU) and Hajj Organizing Costs (BPIH).
The audit results at that time recorded state losses reaching around IDR 700 billion. Said Agil was later sentenced to five years in prison after being found guilty by the court.
Quota Manipulation in the Middle of Long Queues
In the 2009–2014 period, deviant practices were again revealed under the leadership of Minister of Religion Suryadharma Ali. The Corruption Eradication Commission (KPK) found that there was abuse of authority regarding the Hajj quota and the Ministerial Operational Fund (DOM).
During the investigation process, the Corruption Eradication Commission revealed indications of potential state losses of up to IDR 1.7 trillion, even though the court verdict stated that state losses amounted to tens of billions of rupiah. This case reveals allegations that the Hajj quota has been used for political interests and certain groups.
Latest Case: Alleged Corruption in Additional Hajj Quota 2024
Entering 2026, similar cases will emerge again. In January 2026, the Corruption Eradication Commission announced the appointment of the Minister of Religion, Yaqut Cholil Qoumas, as a suspect in alleged corruption in the management of the additional Hajj quota for 2024.
The value of state losses in this case is estimated at around IDR 1 trillion. Investigators highlighted the distribution of additional quotas which were deemed not transparent and suspected of being full of interests.
Corruption Eradication Commission Affirms Action and Asset Recovery
KPK spokesperson, Budi Prasetyo, emphasized that handling the Hajj corruption case is part of efforts to protect citizens’ constitutional rights to worship.
“We see a very worrying pattern of repetition in this sector. The Corruption Eradication Commission is committed to taking firm action against anyone who abuses their authority regarding Hajj funds and quotas,” he said at the KPK’s Red and White House, January 2026.
Budi added that the investigation did not stop at one party. “We are also focusing on asset recovery. Currently, investigators have secured assets of around IDR 26 billion and are continuing to trace the flow of funds and other parties who are suspected of taking part,” he said.
Transparency Demands
This series of cases is a strong warning for the government to make comprehensive improvements in Hajj governance. Strengthening technology-based transparency, independent public audits and strict supervision are considered absolutely necessary so that Hajj funds and quotas are truly used for the benefit of the congregation.
The public also has high hopes that a similar tragedy will not happen again, and that the spiritual rights of the people who have been waiting for years can be fully protected. (dano)
