Viralterkini.id, Jakarta – Minister for Administrative Reform and Bureaucratic Reform (PANRB) Rini Widyantini supports the commitment to strengthening institutions and developing human resources (HR) within the Ministry of Youth and Sports (Kemenpora).
This step is considered strategic to ensure national sports governance is accountable, effective and adaptive to development dynamics.
Rini conveyed this support in a meeting with the Minister of Youth and Sports Erick Thohir at the PANRB Ministry Office, Tuesday (24/02/2025).
During the meeting, the two discussed aligning the institutional arrangements of the Ministry of Youth and Sports to be able to strengthen sports services and optimize the use of national sports assets and areas.

Rini emphasized that strengthening institutions is an urgent need to support the development of national sports that is sustainable and globally competitive. According to him, professional governance will have direct implications for the quality of public services in the sports sector.
“It is hoped that the structuring steps can strengthen institutional governance, increase the professionalism of asset management and sports services,” said Rini.
The Ministry of Youth and Sports currently has a strategic mandate, starting from improving the welfare of athletes, strengthening sports towards the Olympics, to establishing an integrated national sports development ecosystem. President Prabowo Subianto has also given directions regarding the construction of the National Sports Center.
The National Sports Center is designed to include a sports academy, dormitory facilities, integrated training facilities, and athlete health services.
The government also ensures that young athletes continue to have access to adequate formal education amidst their intensive training schedules.
Rini explained that the President’s direction was an important basis for the need for stronger and more adaptive institutional arrangements.
With the right organizational structure and competent human resources, asset management and sports services are believed to be able to support comprehensive and sustainable athlete development.
In line with this, the government has determined the focus of national sports development on 21 leading sports as stated in the revised National Sports Grand Design (DBON) 2026.
This policy is part of a grand strategy to strengthen Indonesia’s competitiveness at the international level.
Erick emphasized that the determination of the 21 leading sports was a follow-up to the President’s direction that athlete development be carried out in a structured manner from school age until retirement.
“Essentially, the President wants us to prepare athletes from school, educational development and pension funds. So we cover athletes from the start of their career until retirement,” said Erick.
According to him, a comprehensive coaching approach will create a sustainable system, not just pursuing short-term achievements.
With Indonesia’s demographic bonus, the Ministry of Youth and Sports also has a preventive role in maintaining the health of the younger generation to anticipate various health problems in the future.
Erick emphasized that coaching 21 leading sports is not solely oriented towards international achievements. The program is also directed at promoting sports and community exercise as the foundation for building national character.
“These 21 sports not only talk about achievements, but also about how sport is a part of people’s lives and builds the character of the younger generation,” he said.
The movement to popularize sports is considered fundamental for creating a nation that is healthy, fit, productive and with superior character.
Regular physical activity from an early age is believed to be able to instill the values of sportsmanship, discipline, hard work, cooperation and responsibility.
These values will ultimately strengthen national unity and increase the competitiveness of Indonesia’s young generation amidst global competition.
In its implementation, Erick ensures that each program is carried out with the principles of transparency and accountability. All policies and activities must have measurable main performance indicators or Key Performance Indicators (KPI).
Apart from that, the Ministry of Youth and Sports also applies the money follow program (MFP) principle in budgeting. This concept emphasizes budget allocation based on program priorities which have a direct impact on performance achievement.
With this approach, state funds are directed to priority activities that are considered effective and efficient, so that every rupiah spent can be accounted for optimally.
The synergy between the Ministry of PANRB and the Ministry of Youth and Sports is expected to accelerate bureaucratic reform in the sports sector. Strengthening institutions and developing human resources is the key to ensuring that the entire national sports development agenda is directed and sustainable.
The PANRB Minister’s support for the Ministry of Youth and Sports’ steps is a strong signal of the government’s commitment to building modern, professional and results-oriented sports governance.
