ViralTerkini.id, PANTURA – The Central Halmahera Regency Government has allocated a fantastic budget of IDR 47.8 billion to repair uninhabitable houses for people throughout the region.
Each housing unit receives an allocation of IDR 100 million to ensure housing quality that meets health and suitability standards for the beneficiaries.
Through these calculations, a total of 478 housing units will be massively rehabilitated and spread across 61 villages and 11 preparatory villages throughout Central Halmahera.

Regent Ikram, who is known for surpassing the national trend of being the fastest to build houses for residents, emphasized that the main target of this program is not just low-income people, but also vulnerable groups such as the elderly and widows.
“We want to humanize humans through appropriate housing interventions so that in the future there will be no more slum areas in Central Halmahera,” said Regent Ikram during the Halal bi Halal agenda at the residence of the Head of North Patani Subdistrict, Pantura Village, Tuesday (24/3/2026).
This step was taken to create a beautiful residential area while fulfilling the basic rights of residents.
Focus on Decent Housing and Beautiful Settlements
Regarding the technical implementation and related agencies that will handle this large program, the regional government will immediately conduct further discussions to ensure coordination runs smoothly.


The house rehabilitation policy is the main part of the development acceleration strategy which directly touches the basic needs of the community at the grassroots level.
The Regent was present directly with Deputy Regent Ahlan Djumadil and Regional Secretary Bahri Sudirman to strengthen ties of brotherhood and ensure that pro-people programs were delivered well.
This visit also included a complete group of Regional Apparatus Organization (OPD) leaders so that every technical instruction could be answered immediately at the sub-district level.
Free Education and Tuition Guarantee
In his speech, the Regent with a Doctoral degree also highlighted the importance of access to free education by inviting high school graduates to immediately continue their studies at tertiary level without hesitation.


The local government has guaranteed all student study costs through collaboration with various universities, so that financial limitations are no longer an obstacle.
“The future can only be changed with adequate education, so that no child should stop going to school because of financial constraints which are now borne by the Regional Government,” he stressed.
Ikram believes that investment in human resources is a long-term step to break the chain of poverty in the Central Halmahera region.
Conditions for Incentives, Health Services and Free Electricity
The health sector and meeting basic energy needs are the main priorities during this working visit through the launch of the Free Health Check (PGK) program for all residents.


The Regent instructed each village head to be proactive in inviting residents to take medical examinations as a first step in obtaining free health certificates.
This certificate is not just a medical document, but is an absolute requirement and legal basis for every citizen to access all regional health facilities without any fees.
Ownership of this health certificate is also the main database for local governments in distributing various social incentive schemes to eligible communities.
“We have come to ensure that education programs, livable houses, and free 900 VA electricity services are fully realized in April 2026,” stressed Regent Ikram.
This data integration step aims to ensure that all assistance, from treatment to electricity subsidies, is right on target and felt directly by the people who need it.
Bureaucratic Commitment and Government Presence
Regional Secretary Bahri Sudirman explained that this agenda of going to the field was an effective solution for residents who had not had the opportunity to meet face to face during the last holy month.

“This activity replaces the Ramadan Safari so that we can still visit villages while ensuring that the bureaucracy works hard to safeguard people’s basic rights,” explained Bahri.
Meanwhile, Deputy Regent Ahlan Djumadil emphasized that the government’s attention remains consistent even though the Ramadan Safari is not formally implemented in all locations.
“We are present in every home through the distribution of basic necessities and social incentives for the elderly and orphans to intensively lighten the economic burden on the community,” said Ahlan.

ASN Neutrality and Regional Stability
The atmosphere of the meeting became warmer when the Regent reminded all ASN to maintain neutrality and not interfere in the simultaneous regional elections on May 9 2026.
He asked that the community be given complete freedom in choosing village leaders so that democratic values are maintained without any intervention from any party.
“Please fight in a healthy manner and never bring up the names of the regent, deputy regent, or regional secretary in order to maintain the virtue of democracy at the village level,” appealed Regent Ikram.


This affirmation aims to ensure that the village head who is elected will truly be a pure representation of the wishes of the village community itself.
Officer Welfare and Work Innovation
Good news for employees was also conveyed through confirmation of the disbursement of 100 percent Additional Employee Income (TPP) with a total budget of IDR 30 billion.
The Regent appealed to ASN and PPPK to be wise in using this income, including paying more attention to parents as a form of gratitude for the good fortune.


Regarding the workforce, regions continue to provide space for non-certified contract teachers by providing special incentives so that their income is equal to that of other colleagues.
As a bureaucratic innovation, the Regent set new office hours on Monday to Thursday, while every Friday employees are allowed to work independently Work From Anywhere (WFA).
Concluding his instructions, the Regent asked all parties to maintain regional stability and not spread false news amidst the acceleration of various ongoing pro-people programs.
