Viralterkini.id – Corruption Perception Index (IPK) or Corruption Perception Index (CPI) Indonesia in 2025 will experience a significant decline. Indonesia’s score was recorded at 34, down three points compared to the previous year’s score of 37.
Transparency International Indonesia (TII) Program Manager, Ferdian Yazid, said that the decrease in score had a direct impact on Indonesia’s position in the global ranking.
“Indonesia’s score this year is at 34, and the ranking has dropped to 109 from the previous 99,” said Ferdian at the online launch of the 2025 CPI, Tuesday (10/2/2026).
Indonesia’s ranking declines at global level
Of the total 180 countries included in the 2025 CPI assessment, Indonesia is now ranked 109th. This position shows a decrease of up to ten levels compared to the achievement in 2024.

Ferdian assessed that this decline was quite sharp and reflected that efforts to eradicate corruption in Indonesia had not been optimal in the last year.
Indonesia’s position in the Southeast Asia Region
At the Southeast Asia level, Indonesia is in fifth place. Singapore still leads with the highest score, namely 84, followed by Malaysia (52), Timor Leste (44) and Vietnam (41).
Meanwhile, countries below Indonesia include Laos (34), Thailand (33), the Philippines (32), Cambodia (20), and Myanmar (16). Several countries such as Algeria, Malawi, Nepal, Sierra Leone, and Bosnia and Herzegovina also recorded the same score as Indonesia.
List of Countries with the Highest and Lowest CPI Scores
Globally, the ten countries with the highest CPI scores in 2025 are Denmark (89), Finland (88), Singapore (84), New Zealand (81), Norway (81), Sweden (80), Switzerland (80), Luxembourg (78), the Netherlands (78), and Germany (77).
The countries with the lowest scores are generally countries affected by conflict or classified as fragile countries (fragile state), such as Venezuela, Somalia, and South Sudan. Conflict conditions are considered to increase vulnerability to corrupt practices.
Indonesian CPI Assessment Indicators
Ferdian explained that the World Economic Forum Executive Opinion Survey (EOS) data source contributed to Indonesia’s highest score with a value of 65. However, a number of other indicators actually experienced a decline.
The IMD World Competitiveness Yearbook fell 19 points to 26, the Bertelsmann Foundation Transformation Index fell 9 points to 30, and the PERC Asia Risk Guide and Economist Intelligence Unit Country Ratings each recorded small declines.
Meanwhile, the World Justice Project—Rule of Law Index and Varieties of Democracy Project experienced an increase of one point.
Measured and Unmeasured Aspects in CPI
The CPI measures various indicators, including bribery practices, misuse of public funds, use of position for personal gain, government effectiveness in eradicating corruption, as well as legal protection for whistleblowers, journalists and investigators in corruption cases.
Apart from that, CPI also assesses public access to public information and the role of civil society in government oversight.
However, the CPI does not cover citizens’ direct experiences with corrupt practices, including tax fraud, illegal fund flows, money laundering, and informal economic activities.
Amnesty Indonesia Highlights the Setbacks of Democracy
Executive Director of Amnesty International Indonesia, Usman Hamid, expressed his concern over the decline in Indonesia’s score in the 2025 CPI. According to him, Indonesia’s position is now below Vietnam, Malaysia and Timor Leste.
“I feel concerned because Indonesia is on par with Laos and is below Vietnam, Malaysia, and even Timor Leste, which was previously known as a region with high levels of poverty and corruption,” he said.
He believes that Indonesia is now on par with Bosnia and Herzegovina and Nepal, countries that have experienced political instability due to high levels of corruption.
Evaluation of Corruption Eradication and the Quality of Democracy
Usman emphasized that the CPI results should be used as material for serious reflection and evaluation for the government in improving the eradication of corruption, the quality of democracy and the independence of judicial institutions.
According to him, healthy democracy has an important role in controlling corruption and protecting human rights. The decline in Indonesia’s CPI score is seen as a signal of the weakening function of democracy in monitoring power.
“This index shows a decline in democracy which deserves our collective attention because democracy is no longer strong enough to effectively suppress corrupt practices,” concluded Usman. (**)
