VIRALTERKINI.ID, JAKARTA – The Corruption Eradication Commission (KPK) believes the funds resulting from the alleged corruption of the 2024 Hajj quota ended in one person. The money is said to flow through multilevel mechanisms from various parties.
“Yes, it must be the end of one person, at the main collector, so,” said Acting Deputy for the KPK Action and Execution, Asep Guntur Rahayu, Sunday (9/28/2025). He stressed that the flow of funds did not stop at the lower level.
Asep explained that the money collector scheme took place at a different level. The mechanism began with the Hajj travel agency to touch the Ministry of Religion.
“This storage interpreter is multilevel, that is, that is, so the collector is not only directly from one person,” he said. According to him, there is a collection chain before reaching the top.
Each Hajj travel agency is called required to deposit some money. The funds were then forwarded to the Hajj Association before going up to the person in the Ministry of Religion.
“Later in the Ministry of Religion also the elements are multilevel, there is at the implementing level, there is at the Director General level, there is at a level that is even more,” explained Asep. He emphasized that the structure of the flow of money was very neat.
Previously, the KPK had explained the distribution of profits at every level of the Ministry of Religion. A handful of employees to top officials are said to enjoy rations from a special hajj quota.
“We know each of these levels, everyone, gets its own part,” said Asep. He made sure the findings were the results of in -depth examination.
Funds come from the Hajj Bureau that received a special quota. The quota received varies according to the bureau’s scale.
“Maybe if a large bureau can be bigger quota. If the bureau is small, yes, it gets 10 or made 10. So according to the bureau,” said Asep. He said the distribution of seats was always followed by money deposits.
According to the KPK, each seat was not given free of charge. The Hajj Bureau must pay between US $ 2,700-7,000 or around Rp 42-115 million per seat.
Asep added that the flow of money did not directly touch the top of the leadership. The funds passed a number of intermediaries such as expert staff or relatives in the Ministry of Religion.
The founder of the Anti-Patient Money Institute (LAPI), Ardian Dwiyoenanto, also highlighted this case. He considered that the pattern of money collection was similar to the doorman scheme or Gatekeeper Scheme.
“There is the potential for Gatekeeper Scheme, the door guard scheme in this case (Hajj quota). This is greater than Noel (Immanuel Ebenezer). This Ministry of Religion is greater,” Ardhian said.
Ardhian compared this case with alleged K3 certification corruption in the Ministry of Manpower. According to him, both are equally extortion of the community.
