Lukman Hakim Creates Laws with Integrity and a More Vibrant, Modern and Distinguished Legal Vision.

Viralterkini.id, Aceh – Two years and eight months is not a long time in the bureaucratic calendar, but in the hands of Dr. Lukman Hakim, SH, MH, that short time turned into a period of acceleration that left a long trail.

His leadership at the East Aceh District Prosecutor’s Office is a real portrait of how integrity and vision can change the face of a legal institution in the region to become more lively, modern and dignified.

Now, through the Decree of the Attorney General of the Republic of Indonesia Number KEP-IV-1425/C/10/2025, Dr. Lukman is trusted to continue his service as Head of the Banjar City District Prosecutor’s Office, West Java.

However, before leaving for the land of Pasundan, he left a work that will long be remembered in the Veranda of Mecca, the East Aceh District Attorney’s Office which rose with a spirit of renewal and dedication.

Rearranging Foundations, Upholding Institutional Dignity

When he first headed the East Aceh Prosecutor’s Office in February 2023, this institution only had 35 employees. Now, that number has increased to 52 people, a reflection of the increase in human resource capacity accompanied by new enthusiasm.

Dr. Lukman enforces discipline not by power, but by example: Integrity Pacts, disciplinary roll call, spiritual formation, and electronic monitoring are part of the daily work culture.

Improvements can also be seen in facilities and infrastructure. A total of 15 official residences, 8 operational vehicles and 3 plots of land and buildings now have official status as State Property (BMN).

Support from the East Aceh Regency Government also strengthened this step with a grant for the construction of the new Kejari Idi Building worth IDR 2.38 billion, a symbol that law enforcement does not stand alone, but goes hand in hand with development.

Financial Reform: From Transparency to Achievement

The field of development of the East Aceh Prosecutor’s Office has become a locomotive for change in state financial administration. With digital systems such as E-Dosir, RPL Digital, SAKTI, and Smart Ministry of Finance, transparency is no longer just jargon, but real practice.

The results are stunning. In three consecutive years, Non-Tax State Revenue (PNBP) shot above the target: 2023: IDR 2.58 billion (294.5%); 2024: IDR 5.09 billion (761.3%); 2025 (Jan–Oct): IDR 935 million (422.7%).

This performance marks the East Aceh Prosecutor’s Office as one of the outstanding work units in the ranks of the Aceh Prosecutor’s Office, as well as an example of how accountability can go hand in hand with efficiency.

Intelligence and Special Intelligence: Two Wings of Sharp and Measurable Enforcement

In the field of Intelligence, the East Aceh Prosecutor’s Office changed the approach to law enforcement from one that is frightening to one that educates and sensitizes.

The School Entry Prosecutor, Greeting Prosecutor, and Village Guard Prosecutor (Jaga Desa) programs are present in remote sub-districts, instilling legal values ​​as part of social ethics, not just rigid articles in the law book.

Meanwhile, the Special Crimes Section (Pidsus) under the direction of Dr. Lukman is at the forefront of eradicating corruption.

In the period 2023–2025, there were more than 12 investigations and 9 inquiries into strategic cases that had an impact on state finances.

From the Beusa Seberang road improvement project, TPI Kuala Leuge Pier, to the management of PT Beurata Maju BUMD and the 3,000 Ha cultivation pond project, everything is carried out with the principle of due process of law and rare moral courage.

As a result, IDR 2.7 billion in state money was saved in 2024, the highest figure in the last five years. But what is more important than that number is the restoration of public confidence in the law.

“For us, courage to uphold the law is not a matter of how many are punished, but how much justice is re-established,” said a young prosecutor who was a direct witness to Lukman’s leadership style.

Datun and Pidum: The Law that Protects and Heals

In the Lukman era, the Civil and State Administration (Datun) sector strengthened collaboration with the government and public institutions.

Through 9 Memorandums of Understanding (MoU) with strategic agencies such as BPJS, PLN, Bank Aceh Syariah, and Pegadaian Syariah, the Prosecutor’s Office is present as a legal advisor to the regional government, not just a case prosecutor.

On the other hand, the General Crimes Division (Pidum) prioritizes a more humane face of the law. More than 700 criminal cases were handled during Dr. Lukman, with 60% of them being narcotics cases.

However, the Prosecutor’s Office chose a middle path: being strict with dealers and dealers, rehabilitative with novice users.

The Restorative Justice approach is also growing rapidly. In the last two years, more than 25 cases were resolved peacefully at the Gampong Restorative Justice House, involving ulama and traditional leaders.

For the community, this step revives the values ​​of local justice, that true law is what heals social wounds.

Leadership Legacy: Inspiring Integrity

Now, when Dr. Lukman Hakim left East Aceh to continue his work in the land of Pasundan, he left behind an invaluable moral and structural legacy.

The East Aceh Prosecutor’s Office stands as an institution that is stronger, more transparent and loved by the people.

He emphasized that law enforcement does not have to be harsh to be firm, and does not have to be cold to be authoritative. He also said that a prosecutor can be a moral figure who guides, not scares.

“The law is light, and our job is to ensure that the lamp illuminates, not burns,” Lukman told the East Axis media.

From the Veranda of Mecca to Bumi Pasundan, Dr. Lukman is the journey of a law enforcer who makes integrity his home and justice his breath.
